They are had been a constant need of mid card Championship in the women's division. The fans were demanding to see at least one mid card title for women since Vince McMahon was in charge. But after the Attitude Era, McMahon was cutting championships for some reason. At a point, he even withdrew the mid card championships from the men's division as well.
After Triple H became the head of creative, the request for the mid card title for the women started to rise once again. Some of the female wrestlers of WWE openly spoke about the need for this Championship. Finally, Triple H came up with not one but to mid card titles for women; one for each of their main roster brands.

Raquel Rodriguez Explains The Need of The Mid Card Titles in The Women's Division
WWE even introduced a mid card women's title for the NXT, and it was prior to the introduction of the mid card titles in the main roster. To Crown the two new Women's Champions, two tournaments were organized for each brand and finally, we got two new champions. WWE RAW star Raquel Rodriguez recently explained how much these two Championships were needed. Speaking on the Battleground Podcast recently, Raquel Rodriguez said;
“I think both of those titles are just gonna bring more eyes to the women’s division. It’s more opportunities for more women to step up, to step through, to show the talent that WWE has for their women’s locker room. I think I just talked about the women’s locker room not too long ago, about how amazing it is because we all just want what’s best for the women’s division.
“We want to be the best women’s division in wrestling, and so we all set out to put everything else aside and to go out there, to put on an absolutely amazing show to the best of our abilities.

"And so having these two new titles is really gonna give more opportunities to more women who are training hard every day and just haven’t had that one chance to step in front of the camera. But now that we have these two new titles, these two new titles to go after, to fight for, we have more women who are gonna want to come through and step through the woodwork.
"So I think you guys are gonna be seeing a lot of new faces, a lot of new female faces that are gonna be in the women’s division. A lot more chances to fall in love with different characters. And I really, really love that this is happening right now for the women’s division, ‘cause it couldn’t come at a better time.
“Our women’s division is huge, when you count the women on Raw, on SmackDown, on NXT, and the women that we still bring from outside resources. I think it’s just absolutely insane how much it’s growing and how much of an effect it has, especially on young girls at this time.

"...We’re getting more time on TV, and we’re getting more opportunities to show our faces. So I think a lot of little girls, you’re just gonna be seeing them being drawn to the product a lot more too, especially with it being on Netflix now.”
Raquel Rodriguez is presently active on Monday Night RAW and she is mostly working as a mid card star at this moment. So we can definitely expect her to feud for the WWE Women's Intercontinental Championship soon and maybe win it at some point too. Raquel Rodriguez is definitely a project for the main event, and these mid card titles would definitely boost her properly for that.
