The Spanish League has officially filed a Legal complaint regarding the Foreign Subsidies Regulation that relates foreign subsidies granted by non-EU states to companies entangled in economic activities within the internal market.
La Liga President Javier Tebas Submitted Legal Complaint Against Manchester City To The EU Regarding The Breaching Of Competition Law That The English Club Refuted
Tebas reported that La Liga believes that foreign support from the United Arab Emirates is elevating the competitive position of the English club, which is causing distortions in the European market, violating the balance in the transfer market and player selection. The financial support allows Pep and his team to include players with hefty transfer fees and salaries.

The complaint is separate from the other 115 charges of breaching the financial regulation of the premier league. However, the two allegations are nearly similar as both include violating financial fair play to get an unethical advantage in player transfer for country-owned clubs.
Tebas Questioned About the Transfer Transparency
Tebas expressed to reporters in a press conference on Thursday, “All they do is they think about how they can avoid the rules and regulations. We have reported this to the European Union with facts and figures. Why? Because it's an English team that is not part of the EU, but they have commercial activities in Europe.”

Tebas highlighted some important questions and said, “It's really important that all clubs are subject to transparency rules and governance and real competition in the financial and sporting side of their business.” The plethora of resources in Manchester City allows them to sign elite players and coaches at a fee beyond affordable for some clubs.

Manchester paid more than 180 million Euro in the winter transfer market without major selling of any player raising question about registration of the player. On the other hand, Spanish clubs like Barcelona and Real Madrid are facing difficulties in maintaining a salary sheet with a lesser number of players than City.

Nonclarification of Player Salary strengthens the allegation of Tebas regarding the money flow and usage in English clubs. There is no official statement yet published from Manchester City for the La Liga allegation, and Sky Sports reports a refusal from the City side regarding the allegations.
