Questions had started to be raised about whether Silent Hill F is actually the game that P.T. was supposed to be. But with the available teaser and the reports about it, it looks like a completely different game, as P.T. was set in modern days, and F is set in the 1960s Japan. There is a possibility of a link, but chances are very low. As of now, there is a very slim chance of seeing P.T. finally coming out as a full game ever in the future.
